   Under Spanish (1769–1821) and Mexican (1821–1846) control, California was a remote territory with minimal centralized governance. Missions, pueblos (early cities), and presidios (military posts) handled local affairs like land grants, water rights, and trade. Natives stewarded the land in harmony, but Spanish/Mexican systems introduced hierarchies and conflicts over resources. Politics was chaotic, with frequent rebellions (e.g., 1836 independence declaration under Governor Alvarado, quickly rescinded). Dependencies began here: reliance on distant Mexico City for decisions, but local alcaldes (mayor-judges) had real power.
2. U.S. Annexation & 1849 Constitution (1848–1879: Early Republic with County Power)
   After the Mexican-American War (1846–1848), California became U.S. territory. The 1849 Constitution (drafted in Monterey) was designed as a Republic framework: counties had strong voices through County Senators (one per county, representing local interests in the state senate). The state created thousands of special districts (for water, schools, highways) to handle specific issues, but this fragmented local power while increasing reliance on state/federal grants. Dependencies built: counties needed state approval for everything from land use to bonds, creating a web of red tape (CEQA in 1970 amplified this). The Industrial Revolution mindset (centralized engineering, “progress through control”) took root, leading to synthetic systems (chemical agriculture, petroleum dependence) that ignored stewardship.
5. 1964 Ruling & Modern Centralization (1964–Present: Full Stuckness)
   The U.S. Supreme Court’s Reynolds v. Sims ruling mandated “one person, one vote,” stripping county-based representation from state senates. California’s counties lost their direct voice, making the state even more centralized. Dependencies exploded:

• Education & Health: School bonds (hundreds of billions) tie to taxes, which tie to economic dependency, while health crises (chemical food, trauma) tie to social services.
• Mindset & Culture: The “plastic thinking” inversion makes people believe more centralization is the solution, perpetuating the web.

Reform is hard because the dependencies are mutual: change water policy, and agriculture lobbies fight it; cut bonds, and schools suffer; decentralize, and gatekeepers (commissions, elites) lose power.
