In Essay #8 we saw how New California State is following the West Virginia model to become the 51st state through reorganization and restoration.

Today we look at one of the most practical and powerful tools available to make that restoration real:

Thorium molten salt reactors (MSRs) and how they can anchor the full 9 Branches of the Tree of Life in a sovereign county.

The History of Thorium – A Suppressed Gift

Thorium was discovered in 1828 by Swedish chemist Jöns Jacob Berzelius. It is an abundant, naturally occurring element found in many parts of the world, including large deposits in the western United States. In the 1940s–1960s, the United States led the world in thorium research. At Oak Ridge National Laboratory, scientists built and successfully operated the Molten Salt Reactor Experiment (MSRE) from 1965 to 1969.

The reactor ran flawlessly for over 20,000 hours, proving that thorium-fueled molten salt reactors are safer, produce far less long-lived waste, and cannot suffer a catastrophic meltdown like traditional uranium reactors. The technology worked beautifully.

Then, in 1969, the program was deliberately shut down. Political and funding decisions favored uranium-plutonium fast-breeder reactors that could also produce weapons-grade material.

The thorium path — which offered abundant, clean, decentralized energy — was sidelined. Much of the knowledge and infrastructure was mothballed. Meanwhile, other nations quietly continued the research.

China took the publicly available Oak Ridge data, invested heavily, and successfully commissioned its own thorium molten salt reactor prototype in 2023–2024.

India, with some of the world’s largest thorium reserves, has maintained a long-term thorium program for decades.

Today, several countries are actively exploring thorium as a safer, more sustainable nuclear option.

The Mindset in the World Today

The global mindset on thorium is shifting rapidly. Many nations now see it as a strategic solution to energy independence, climate concerns, and waste issues. The United States is experiencing a renaissance under the current administration’s executive orders that fast-track advanced reactors, including thorium-capable designs. Yet the old suppression narrative still lingers in alternative circles — the idea that thorium was deliberately buried because it threatened centralized fossil-fuel and traditional nuclear interests. In reality, the technology is no longer “suppressed.” It is being actively developed in China, pursued in India, and quietly revived in the West. The real question is who will steward it wisely. Will it be used for centralized control, or for decentralized abundance that restores land and serves the people?

This is where New California State has a historic opportunity.

Thorium is abundant, safe, and produces almost zero long-lived waste. A single container-sized thorium MSR can provide clean, reliable baseload power for an entire county — independent of fragile grids, foreign fuel, or centralized utilities.

The Imperial County Opportunity – A Flagship Example

Imperial County, home of the Salton Sea, sits on one of the richest lithium and geothermal brine deposits in the world. Yet it remains one of California’s poorest counties. This is the perfect place to demonstrate a new mindset.

The county owns significant land and resources. Instead of continuing the old “cookie jar” model where wealth flows to outside corporations, Imperial County can audit and renegotiate contracts so that a major portion of royalties and revenues flows into an Imperial County Sovereign Wealth Fund. The wealth generated from the county’s own resources stays in the county and serves the people — not distant interests. This Fund becomes the financial engine that lifts the weakest link so the whole county ascends together.
